In 1928 the Governor was Geo. W.P. Hunt and Phoenix Mayor was Frank A. Jefferson. Harry A. Stewart and his wife Margaret purchase 930 W. Portland. Mr. Stewart was a Maricopa County Agricultural Agent. The Stewarts lived in the house from 1928-1938. They chose this vernacular English Cottage Revival style in the middle class neighborhood of F.Q. Story where there was "something for everyone". The area was at first considered to be too far from the center of town to be suitable for the development. The increasing use of the automobile and growing population made development more feasible. The first homes built in the neighborhood were located between 7th and 11th Avenues, south of Moreland. At that time, the Phoenix city limits extended only as far as 15th Ave. Early residents in the Story Neighborhood included several prominent Phoenix citizens such as: James H. Kerby, Democratic leader and Secretary of State for several terms, R.E. Farley, district representative of the Anti-Saloon League, and Frank Snell, a prominent attorney who built his $12,000 home at 920 Lynwood.
